This is actually the back of the Sacré Coeur (the basilica of the Sacred Heart of Paris).
The picture is made by blending several 4s exposure with different apertures (around f/3.5, my camera unfortunately doesn't open more).
To create an eerie effect, I compensated for color temperature in the gimp using the G'MIC color temperature filter, making it colder than the shot. I used the local contrast enhancement with different intensity in several layers, giving more local contrast on the "mansion". It highlights the texture of the stones. I composited in part of the sky from another photo of the same evening, as the moon had hidden just before I took this picture.
